Dr. Paul D. Hoover founded Souls Harbor Baptist Church in 1986.  For a short time, the church met in Brookfield, a suburb of Milwaukee.  After the church was six months old, God moved the work into the heart of the inner city of Milwaukee.  Each Sunday, people from five different counties drive into the city to attend church at Souls Harbor.  The church has become a bright light in urban Milwaukee, and has been able to help plant other inner-city churches across America through the ministry of Inner City Baptist Missions Pastor Hoover is the director of Inner City Baptist Missions and has a weekly radio broadcast The Winning Side.

Pastor Juan Seda is the Spanish pastor of Souls Harbor Baptist Church.  Having grown up in the Bronx, he is very familiar with the great need of urban America.  He has a weekly Spanish radio broadcast El Puerto de Almas.

Pastor Daniel Klaus has a great love for the inner-city.  He has spent many summers in New York City laboring with established pastors.  The Klauses are currently on deputation to serve the Lord as missionaries to New York City.  He will periodically return to City View to help teach targeted courses.

Bro. Paul J. Hoover serves as the Assistant to the Pastor at Souls Harbor Baptist Church.  He works with the teens, music, Jr. Church, bus ministry, and evangelism.  He also maintains the church and ministry websites as well as The Lighthouse AM 1710 radio station.
